About Tennessee School Safety: Clarity on SB 0899
Tennessee first enacted statewide school safety requirements for entry-resistant glazing in 2023. In May 2025, the legislature passed SB 0899, which clarifies and updates those standards — especially around the use of entry-resistant window films designed to delay forced entry at vulnerable access points.
The purpose of these regulations is to strengthen exterior entries, doors, sidelights, adjoining glazing, and secure vestibules by adding a protective layer that helps slow unauthorized entry. By delaying an intruder, schools gain valuable time for staff to react and for law enforcement to arrive.
Under SB 0899:
Public and charter schools constructed or remodeled between July 1, 2023 and June 30, 2025 must install clear entry-resistant security window film on the glass panels of each exterior entry or basement-level window and door.
Schools constructed or remodeled after July 1, 2025, must install clear security window film or compliant security glazing that meets a nationally recognized forced-entry resistance standard.
